Welcome to Sociology at Wisconsin.That period is going to bother me every time I look at it. Why not just omit the period? Or, if one does feel like treating the headline as a sentence, why not use an exclamation point?
Update, soon afterward: One should be sure not to make annoying typos in a message whining about somebody else's punctuation.

The Chicago Manual of Style, 15e is very clear on this matter.
And I quote...
"6.15 Omission of period. No periods should follow display lines."
Tell them to delete it.

Well, if memory serves, when Wisconsin is really excited, it's not one exclamation point, but two.
I think it's really refreshing how Wisconsin sociology brags about their ranking in the first sentence of their homepage. So many departments and faculty claim to pay no attention to rankings, when we all know that secretly everyone has the rankings committed to memory. Down with the pretense! On Wisconsin!

If Wisconsin wanted to brag, they would note how we are presently ranked by USN&WR is the top department, not just a top department.

Nice page, period notwithstanding, but this sentence, um, sucks. Someone should [re]read "Eats, Shoots and Leaves."
